網際網路的蓬勃發展，衍生「網路一年，人間十年」之說，網路技術推動工業4.0的到來，讓各產業或領域均面臨徹底的變革，而政府也由NII小組帶領推動各項網路計畫，以提升國家競爭力。1990年7月設立的TANet，為臺灣最早的骨幹網路，同時也是推動臺灣網路風潮的最大功臣之一。伴隨著Internet的發展，TANet經由各校努力，累積了許多技術與經驗可供各界參考，在智慧共好的理念下，TANet管理委員會第33次會議決議發行「網際網路技術學刊」，期於原有基礎之上提供國內外各界網路技術交流之園地，進一步提升各界之網路水準。

Journal of Internet Technology accepts original technical articles in all disciplines of Internet Technology & Applications. Manuscripts are submitted for review with the understanding that they have not been published elsewhere. Each author is advised to submit the manuscripts, typewritten, single-spaced, via Scholar One manuscript site for review. Original drawing need not be sent until the paper is accepted. Once accepted, the manuscript should be submitted as a Microsoft Word or other WORD-processing file and send it through electronic mail along with short biographies and photographs of all the authors. Authors need to pay the publication fee. The author(s) will be responsible for proof-reading the paper. All copyright ownership of the paper will belong to the Journal once it is published. There are seven issues a year for this Journal and reviewing results will be provided within six months for most of the submitted manuscripts.
