本文旨在探討原鄉地方文化產業的發展實況和低教育原住民返回部落謀生的就業歷程,為了達此目的,本文採用深度訪談法針對信義鄉社區菁英進行質性資料的蒐集及分析。研究發現,至今信義鄉文化產業發展有限,部落生活機會匱乏,居民謀生不易,回鄉者舉步維艱。顯示近年來政府相關部門致力於推動原鄉文化產業來繁榮部落、促進就業和振興教育文化的政策目標仍難實現。然而,倘若原鄉地方文化產業是值得繼續推展的國家型大計畫,政府理應增加原民會的權責,強化其統籌規劃與政策執行的力量,並結合在地意識和地方需求,逐一落實原鄉各項發展計畫,以期使部落居民也能享有與臺灣一般民眾同等的教育質量、就業條件和公共福利。
英文摘要
As the poorly educated indigenous people were forced to return to their tribes, they were faced with mounting challenges of underdeveloped cultural industry and unemployment due to globalization. This study revealed their unsettling journey home, from the viewpoint of community elites. Qualitative data were collected through in-depth interviews. Findings showed that, in Sinyi Township, the development of tourism, traditional tribal arts, and sophisticated agriculture were suffocated by natural disasters and problems of transportation, legislation, and funding. Despite the governmental efforts, those poorly-educated returned home and remained unemployed in their tribal regions. In order to overcome all these challenges and difficulties, the researcher suggested that the Council of Indigenous Peoples of Executive Yuan should be empowered to consolidate policy planning and implementation, as well as to coordinate with local awareness and needs.
