本研究旨在調查瞭解縣（市）教育局與國民中小學正式溝通運行之實際狀況。探討內容包括六個主題：一、縣（市）教育局與國民中小學經採用何種溝通方式，及其溝通內容為何。二、縣（市）教育局與國民中小學在決定歷程之溝通情形如何。三、縣（市）教育局與國民中小學在溝通過程中有關人員之參與情形如何。四、溝通過程中存在何種主要障礙。五、縣（市）教育局與國民中小學之人員間的溝通情形，有無因其職務之不同而有差異。六、國民中小學之溝通情形有無因學校所在地區或類型之不同而有差異。\r為達到本研究之目的，首先蒐集資料、分析有關文獻，並依據上述六個主題發展研究之理論架構，在參酌筆者多年任職教育界之經驗，自編「縣（市）教育局—國民中小學正式溝通運行實況調查問卷」作為調查之工具。以「縣（市）教育局人事課除外之正式編制內人員及分層隨機抽取台灣省二五二所國民中小學之校長、校務主任、訓導主任、輔導室主任、教學組長、訓育組長為調查之樣本，實施問卷之調查。歸納調查之結果，提出結論與建議，俾供地方教育行政機關及國民中小學研究提高行政效率及增進教學績效之參考。
