中文摘要 | 受到全球化和區域化的影響,許多國家高等教育系統的治理結構出現明顯的改變,臺灣也不例外。鑑於在大學治理結構轉型的過程中,我國面臨不少問題,本文從政策聚合的觀點,透過個案研究法,探究在國際上表現優異的荷蘭高等教育系統進行大學治理轉型的過程,旨在透過國外成功經驗以對我國發展提供借鏡。本文採公共政策取徑,分析荷蘭從1980到2005年之間高等教育政策改革的過程,以及國家政府在此過程中扮演的角色。研究結果將荷蘭高等教育治理轉型的經驗分成三個階段,並發現在訴求市場化機制和遠端操控的治理轉型過程中,荷蘭政府並沒有於政策決策過程中缺席,反倒靈活地運用不同治理策略,有效地提升大學品質。文章最後將依據研究發現,對投身大學治理的國家政府和學者提供相關建議。 |
英文摘要 | Many national higher education systems have undergone substantial shifts in their structures of governance in recent decades, because of the influence of globalization and regionalization. Taiwan is no exception: It has encountered problems in its higher education system in the process of transforming university governance. This article aims to provide suggestions for dealing to deal with with this difficulty, by applying the perspective of policy convergence and Also, the suggestions are based on an empirical study of a successful national case, the Netherlands. By examining public policies, this study analyzed the Dutch developments in higher education governance and the changing role government from 1980 to 2005. The process of the governance shift was divided into three stages. Even with the use of market mechanisms and a steering from a distance strategy are advocated, the evidence shows that the Dutch government continued to govern in the years under investigation, flexibly employing a variety of governance strategies. Finally, this paper offers suggestions, based on the findings, for the government and scholars involved in university governance. |
