一九六○年代後期及一九七○年代前期為世界各國高等教育發展的重要階段。在此階段中有二明顯的趨勢:一為大學院校學生人數大量增加;另一為高等教育的課程,教育目標隨社會、經濟的結構及需要有明顯的更革,而非僅墨守傳統學院的體制。

Evaluation is served to monitor and improve the quality of educational system. This paper discuses the higher educational evaluation in Republic of China and proposes some suggestions to enhance the whole process of evaluation.At first, this study investigated the theory of evaluation, and the practice of educational evaluation implemented in the United States. Then, two sets of questionnaire for survey on higher educational evaluation were developed, one for teacher and the other one for evaluator. The sample of the survey consisted of 1680 college teachers and 318 experienced evaluators. Those sampled data were analyzed by the techniques of Z test, Spearman Rank Correlation and Kai Square Test.The findings and suggestions are as follows:\r1.It is essential to carry out the evaluation process of higher education.2.There are two objectives served by evaluation, the first one is to encourage each college or university set by its own idea, the other one is to provide all information and results for decision making authority.3.The evaluation task had better be carried out by the Ministry of Education, and a permanent organization is proposed to be set up in charge of this job.The evaluator should be selected at discreet. Teaching experience, analyzing and judging ability should be emphasized.5.The criteria of evaluation have not been set up. The criteria is proposed to be set up as guidance.6.General speaking, the faculties of those evaluated schools pay much attention to the evaluation task, in which, private school is better than public school. Besides, each school needs to improve its own self─study task.7.The structure and the process of handing for evaluation report need to be improved.8.The evaluation result had better be open to public.9.The evaluation result should be used as a reference for government financial aid.10.Afrer implementing the evaluation practice, the quality of faculty of each school has evaluation practice, the quality of faculty of each school has been greatly improved, and the other aspects of school education also receive some impact but not so significant.Based on these facts, we are sure that the evaluation with gradually improve the qualily of education in our country.
