Instructional Supervision Duty of Junior High School Principals in The Republic of China

教育?革之道,非獨學制之變革或課程的修訂可竟其功,而教學之改革尤為關鍵之所在。蓋教學乃學校的主要任務,直接攸關教育的發展至鉅夷考設置學校之目的,無非在於透過教學活動的實施,以培養健全的國民。質言之,即在建立一個創造性的學習環境,俾引兒童有效完成學習之歷程,以獲致良好的發展。(註一)由是教學活動之成為學校一切活動的核心,殆無疑義。觀乎教學之成敗,固與全體教職員之能否盡責密切關連,唯校長係一校之領導者,提高教學效率乃成為其主要任務。蓋校長為學校組織中的行政首長,係法定的領導者,為此付以完成學校教育目標的主要人選。(註二)實際上,中學校長身兼學校行政主管與教學視導之雙重角色,而後者尤為重要。此因行政本身乃是手段而非目的,旨在提供服務以支援教學活動,而視導直接涉及教學之改進,旨在提高教學的效能。中學校長不僅要負責行政管理,尤應進一步擔任教學視導之工作,積極領導全體教師共同致力於改進教學。至若中學校長如何成為一校之教學領導者(教師之教師),應履行何種教學視導任務,實一值得探討的問題,因而引發從事本研究之動機。
英文摘要
High school principals play many important roles. Among them instructional supervision is the most important one. This study was to first investigate the duties of instructional supervision which high school principals have to carry out, then surveyed and analyzed the status quo of high school principals in accomplishing their instructional supervision in Taiwan, and finally postulated recommendations for improving educational policies.
From analyzing the previous studies, the author summarized high school principals' duties of instructional supervision as four:first, to help teachers improve teaching materials and methodologies;second, to strengthen teachers' inservice researches and retrainings:third, to lead teachers to evaluate teaching effects;and fourth, to encourage teachers' enthusiasm in service. To further study the status quo of the presentday junior high school principals in accomplishing their duties of instructional supervision, the author designated a questionnaire entitled Questionnaire for Surveying the Status Quo of Junior High School Principals in Accomplishing Their Duties of Instructional Supervision
